imed3Мы продолжаем беседы с ключевыми фигурами Республики Объединенных Субъектов. Сегодня мы вновь говорим с министром иностранных дел Республики господином Молевым. И снова - в обычной для него демократической манере.
Имед3: Андрей, почти год прошел с момента нашего последнего разговора. Сегодня ключевым событием уходящего года многие называют избрание президентом США Дональда Трампа. Ему уже направлены поздравления с этим событием?
Ответ: Событие несомненно важное. Особенно для нас, в свете того что РОС стремиться к тому что бы полностью исполнить критерии Конвенции Монтевидео, подписанные в том числе и страной обретшей недавно нового президента. Однако я по сугубо дипломатическим причинам к сожалению не имею юридического права поздравить господина Трампа с избранием, исполняя обязанности министра Республики: наша страна не установила до сих пор дипотношений с США. Это очевидный факт, но он на сегодня объективен. Одновременно не могу не выразить соболезнования родственникам ушедшего из жизни кубинского лидера, всем для кого эта утрата является невосполнимой.
Имед3: Известно что РОС уверенно двигается к направлении исполнения критериев Конвенции. Как прокомментируешь эти шаги?
Ответ: Заявлю как и раньше - исполнение критериев Конвенции в нашей внешней политике - основа основ. Очень воодушевляет тот факт что уже разработано три законопроекта о постоянном населении РОС, которые будут представлены на рассмотрение Парламента Республики. Конвенция есть международно - правовой документ порождающий для стран, подписавших ее, а это США, Гондурас, Уругвай, Бразилия и многие другие, соответствующие обязательства. Мы несомненно уважаем и приветствуем все происходящие в рамках законов этих стран изменения легальной власти и находимся на позициях объективных фактов в рамках, установленных дипломатическим этикетом и протоколом.
Имед3: Ну а лично ты как бы прокомментировал избрание нового американского президента?
Ответ: Оставлю это без комментариев. Я министр РОС, а выбор президента сделал народ США. Этот выбор можно только принимать как данность.
Имед3: Хорошо, от вопросов, понятно, провокационных, перейдем к текущей повестке дня. 1 сентября прошлого года твое ведомство заявило о двух ключевых на ваш взгляд приоритетах - политическое противодействие продвижению ИГИЛ и сепаратизму. Каковы успехи?
Ответ: Всем прекрасно известно, и действующий Глава ПКА Василий Адрианов и сегодняшний министр по развитию гуманитарного измерения РОС Дмитрий Фонарев (интервью готовилось к публикации до его отставки - Имед3 ) говорили про это еще в 2010 году, что ВРЕХ, то есть ИГИЛ - инструмент определенных мировых кланов против в частности Израиля. Сегодня мы видим сокрушительное поражение политики ИГИЛ. Прежде всего следует отметить в этом смысле события конца ноября прошедшего года. Свой вклад в это внесли конечно и сбытия начала октября года текущего. С точки зрения сепаратизма мы видим, что есть силы которые пытаются поднимать голову в этом вопросе но они уверенно и каждый раз получают отпор. Кстати я бы расценил движение нацеленное на возвращение Калининграду исторического имени как раз в контексте активного противодействия этим силам. И оба этих момента - несомненные успехи нашей внешней политики.
Имед3: Ну что ж, тогда продолжим про успехи. Что можно занести в актив МИД за последний год?
Ответ: Не буду приукрашать и преувеличивать. Однако - работа ведется. Главное достижение - признание нашего государства со стороны Ордена Солярис, Республика сегодня имеет там своего диппредставителя...
Имед3: ... а можно поподробней?
Ответ: Для меня признание Капитулом Ордена нашего государства и аккредитация при этом органе нашего дипломата стали без преувеличения ключевыми событиями уходящего года. Между прочим не думайте что решение этих впросов далось нам легко. Приходилось находить крайне нестандартные решения...
Имед3: ... например?
Ответ: Вы знаете, дипломатический протокол - достаточно суровая штука. И приходится идти по лезвию бритвы. Вот с Капитулом Ордена Солярис - все понятно, Капитул, это от слова голова, глава. То есть Капитул Ордена фактически и есть синоним выражения глава государства. Понятно что послы и посланники по протоколу при них, то есть главах и аккредитуются. А есть ли в РОС глава государства? Согласитесь, сегодня это по меньшей мере спорный вопрос. И я был вынужден направлять верительные грамоты нашего Посланника от себя как от министра иностранных дел. Капитул Ордена пошел нам навстречу. Это несомненно заслуживает глубокой признательности. И признания - в ответ на официальное признание Орденом нашей Республики мы к сожалению пока ограничились лишь заявлением одного из сенаторов о том что Орден будет признан. Это то что Сенату следовало бы сделать в числе первых приоритетов. Ибо сегодня сложилась на редкость странная ситуация - наш дипломатический представитель аккредитован при Капитуле Ордена в ранге Чрезвычайного Посланника и Полномочного Министра... но имеет статус Временного Поверенного в Делах. С точки зрения диппротокола, вы уж меня извините - полная абракадабра.
Имед3: Как всегда понятно только то что ничего не понятно...
Ответ: Что бы прояснить ситуацию скажу что нашему бы Сенату стоило как можно быстрее признать Орден и аккредитовать при главе государства РОС их дипломатического представителя. Тогда мы бы выровняли статусы и исправили нелепицу... Это кстати означает и необходимость решения вопрос о главе государства. Правительство получает подробнейшую информацию о событиях в Ордене и мы очень удовлетворены прогрессом в наших отношениях. Но нам следует делать и новые шаги.
Имед3: С Орденом все более или менее ясно. А с какими из существующих, и что уж греха таить, признанных стран идет работа если не по установлени дипотношений, то хотя бы по налаживанию контактов?
Ответ: Среди стран в отношение которых по линии моего ведомства ведется такая работа назову Литву, Беларусь, Польшу и Францию. Но скорых результатов здесь вряд ли стоит ожидать.
